ARTICLE I
NAME
The name of this organization shall be the Cary-Grove Newcomers & Neighbors Club hereafter referred to as the "Club".

ARTICLE II
MISSION
This group strives to acquaint new residents with the social and civic communities of Cary and Fox River Grove.

ARTICLE III
MEMBERSHIP
Section 1. Active Members. Qualifications for active membership shall be any newcomer wishing to subscribe to the objectives of the Club. To participate in Club activities any newcomer will be obliged to join the organization after attending two open Club functions. The membership year is to run from June 1st to May 31st. Active membership shall be for an indefinite number of years. Members joining from January through May pay one-half annual dues. Members may not serve on a Board position for more than three consecutive years.

Section 2. Territorial Limits. Membership in the Club is open to residents of Cary or Fox River Grove, those with a Cary or Fox River Grove mailing address, and residents of the Cary-Grove School District. Residents of neighboring communities may be allowed to join the club if they have a strong desire to do so.

ARTICLE IV
BOARD MEMBERS
Section 1. The Board of the Club shall be comprised of the President, Vice President, Secretary, Treasurer and New Membership Director. All Board members shall perform the duties usually required of such office and shall hold office for one year.

ARTICLE V
MEETINGS
Section 1. The Board shall meet as often as necessary to conduct the business required of them, providing 2/3 of the Board members are present.

Section 2. The Club shall have a general meeting / program monthly September through May.

ARTICLE VI
DUTIES OF BOARD MEMBERS
Section 1. President. One or two active Club members may be nominated to this position. Shall preside at all meetings of the Club and the Board. Shall serve as ex-officio member of all committees. Shall serve on nominating committee in a non-voting consultative basis. Shall be responsible for filling any committee chair position vacancies as they occur. Shall chair end-of-year Budget Committee consisting of President, incoming President, Treasurer and incoming Treasurer. As chief executive of the Club, the President shall be responsible to perform the necessary duties for the benefit of the Club.

Section 2. Vice President. One or two active Club members may be nominated to this position. Shall preside at meetings when the President is absent. Shall serve as chairperson of all club fund-raisers as determined by the Board at the beginning of the fiscal year. Shall assume the office of president if a vacancy occurs during the term of office.

Section 3. Secretary. Shall handle all correspondence and notify all Board members of special meetings. Shall see that all Board members have a current set of By-laws. Shall compile a directory of all members which shall be distributed to the membership at large by no later than November 15th. Shall be responsible for coordinating club calendar with all chairpersons. Shall compile a monthly newsletter and send to all members. Shall serve as an ex-officio member of all fund-raising committees.

Section 4. Treasurer. Shall keep a set of books which shall be open at all reasonable times for inspection by members. Shall furnish a detailed account of all receipts and disbursements at each Board meeting and take charge of all fees. Shall make disbursements at each Board meeting and take charge of all fees. Shall make disbursements of such funds and all checks covering these disbursements shall require the signature of the Treasurer or the President. Shall prepare an annual audit upon the expiration of her term. Shall serve on end of year Budget Committee. Shall coordinate the donation of any proceeds from Club fund-raisers. Shall serve as an ex-officio member of all fundraising committees, providing the necessary functions that apply to such fund-raisers.

Section 5. Membership Director. Shall be responsible for the fall and spring new member functions. Shall make initial phone contact to encourage membership and explain the function of the group and activities.

ARTICLE VII
STANDING COMMITTEES
Section 1. The President shall be ex-officio member of all committees.

Section 2. Each committee chairperson shall keep a record of her duties (i.e., activities, expenditures, etc.) to be given to the succeeding Board and succeeding chairperson. Chairpersons shall also lend support to the Club by attending new member coffees and monthly program meetings.

Section 3. Nominating Committee. The Nominating Committee shall consist of the following Board members: Vice President, Secretary and Membership Director in addition to two active at large members, excluding the President. The two at-large committee members will be appointed by the President. Members of this committee shall be announced at the business meeting in March to allow suggestions from the general membership for officer candidates.

The nominating committee shall present one or more candidates for each office at the regular meeting in April; additional nominations form the floor being permitted. The nominating committee shall also present a slate of committee chairpersons which were selected in advance by the nominating committee with the input of the Board. It is understood that every nominee shall have given her consent and approval prior to the presentation of her name and all nominees will have been active members of the Club.

Election of Board members shall be held at the regular meeting in April. The candidate receiving the most votes from members present at the election shall be elected to the respective office. A vacancy in any office shall be filled by a majority vote of the Board, with the exception of the Presidency, which is automatically filled by the Vice President. Board members will be installed at the last meeting in May and all terms of office shall commence on June 1st.

ARTICLE VIII
DUTIES OF STANDING COMMITTEE CHAIRPERSONS
Section 1. Program Chairperson. Shall arrange all speakers for the monthly general meeting. Shall follow-up with thank you notes o behalf of the Club. Shall coordinate installation dinner.

Section 2. Publicity Chairperson. Shall arrange the entire Club's publicity and as Club historian, maintain a scrapbook. Shall write and have published in area newspapers information for the public on upcoming Club events. Shall make available Newcomers' information to the Town Halls, Libraries, and other places that will help attract new members. Shall serve as Publicity head on all fundraising committees.

Section 3. Refreshments Chairperson. Shall coordinate refreshments, set-up, and take-down of room for all monthly meetings.

ARTICLE IX
SPECIAL INTEREST GROUPS
Section 1. All activities shall be self-supporting.

Section 2. All chairpersons of a special interest group shall submit activity photos to the Publicity Chairperson if available. They will also be responsible for submitting monthly planned activities, dates, times, and any other pertinent information to the Secretary by the 15th of the month for publication in the monthly newsletter.

Section 3. All Special Interest activity expenditures over $25.00 must be approved in advance by the Board.

ARTICLE X
MEMBERSHIP DUES
Section 1. The fiscal year shall run from June 1st to May 31st. Dues for active members shall be determined by the Board and become due by the first general meeting of the year in September. If dues are not paid by September 30th, a penalty of $2.00 will be levied on past membership renewals only. Members joining the club from January 1st - May 31st will pay one-half the annual dues.

ARTICLE XI
RESOLUTIONS
Section 1. These By-laws may be amended at any regular meeting of the Club by a two-thirds (2/3) vote of the active members present, providing that the amendment has been submitted, in writing, at the previous meeting.

ARTICLE XII
ADVERTISING
Selling, solicitation, and personal advertising may be permitted at the discretion of the Board to maintain the treasury. However, the privacy of the directory is to be respected and shall not be used as a list for the purpose of solicitation.

ARTICLE XIII
PARLIAMENTARY AUTHORITY
The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the Club in all cases to which they are applicable and in which they are not inconsistent with these By-Laws and any special rules of order the Club may adopt.

ARTICLE XIV
POLICY
The Cary-Grove Newcomer's Club shall not discriminate against either prospective or current members because of race, color, creed, national origin, sex, income status, marital status, educational background, or any other factor. Invitation to join the Club is extended to all persons in changing situations without prejudice.
